Meeting at Skyline High School, room 628, called to order at 6:45 pm

Report of Officers

v     Don Corbett – President

      Welcomed everyone and the new board

      Liaison for the Social Committee and Garden Club

v     Bill Provost – Vice-President

      Liaison for the ACC and Safety Committee

      Chair of the Finance Committee and Garden Club liaison

v     Brett Waldbaum – Secretary

      Chair of the Web Committee and liaison for the Environment Committee

 

New Business

v     Director At-Large Open Position – Don Corbett

      Looking for a new Director At-Large; Michael Spring volunteered in August and has been an excellent contributor but resigned last month due to new work demands

v     New Home Development West of SE 10TH ST – Scott Steciw

      Scott Steciw, ACC Chair, reported that the surveying and marking that has occurred at the bottom of SE 10TH ST (west side of the neighborhood) is preparation for the construction of 6 to 8 lots not associated with Renaissance Ridge.  A King County spokesman confirmed that a 5 to 6-acre piece of land with residential zoning exists there, and that the owner intends to clear some of the trees to build homes there.

      These new homes will be accessed via SE 10TH ST, but they are not part of Renaissance Ridge

v     2003 Budget Presentation & Vote – John Digenan

      Budget is available on the web site here

      Dues increasing 10% in 2003 to $242/home ($325/home in the Reserve)

      Expecting a $75/home special assessment next summer; it may be less depending on utility bills, tree removal fees, and other expenses

      Major problem: Over $16,000 of dues, special assessments, and other receivables not paid by homeowners.  The board will implement a process to place liens on homes that are extremely late in paying dues.  The board is finalizing its policy and will send a letter explaining the specific process with the January dues invoices.

v     New Bylaw Concerning Property Liens – Don Corbett

      The board and Bylaws Committee investigated and found that it is not necessary to create a new bylaw to enforce the lien procedure for homes with overdue HOA bills.  The CC&Rs clearly define the rules, as will be explained in the January letter that will accompany the dues invoice.

v     Surveyor for Common Areas – Bill Provost

      Board may hire a surveyor to investigate minor property line issues

v     Tree Removal Status – Don Corbett

      Majority of tree removal and replacement work in the Common Areas for 2002 is complete

      We should expect to pay arborist fees annually as trees age and the ecosystem changes, but the amount depends on the severity of the winter weather and storms

v     City of Sammamish 244th Corridor Study – Brett Waldbaum

      Renaissance Ridge board members and residents attended the City’s meeting on November 13th to learn more about the 244th Corridor Study and to find out if and how it will impact our neighborhood.  No concrete proposals were given, and the City received strong criticism for the project

      The City’s next meeting regarding this issue will be January 22, 2003, 6:30-8:30 pm, at Beaver Lake Middle School

      There was discussion regarding hiring an attorney to lobby the City to avoid including Renaissance Ridge in any of the proposals, as the Windsor Greens neighborhood did.  The board is investigating this possibility and would like more input from homeowners.

      The board’s current position is that no increased traffic is desired in the neighborhood and that a corridor through or adjoining the neighborhood is not supported.

v     Architecture Control Committee (ACC) – Scott Steciw

      Scott Steciw and Mike Jones compiled a list of what architectural projects need to be approved by the City before homeowners request ACC approval.  This list will be attached to the next newsletter.

v     Bylaws Committee – Gorman Colling

      Reconciling the CC&Rs and Bylaws and investigating changing the Bylaws to remove the home builders from it

v     City Liaison – Elisa Watkins (absent)

v     Environment Committee – Dan Alling (absent)

v     Finance Committee – John Digenan

v     Garden Club – Juana Jacomet (absent)

v     Safety Committee

      Looking for a new chairperson

v     Social Committee – Sherrie Newman & Barb Walzer

      Renaissance Ridge Days and the Halloween Party had great turnouts and were very successful events

      Winter Party being planned for January
